I have the honour to transmit to Your Excellency the resolves of the second Council of War held on board of the Neptune according to Your desire;1 Your Excellency; will see that the Council by this determination persists in its former resolves, and I dare say the King, my Master, will approve the Resolution I have taken; at least I have a Right to think so by the news I have received.
Hereinclosed a Letter for the Chevalier de La Luzerne which Y[our] E[xcellency] will be pleased to forward as soon as possible.2 I am with a respectful attachement Sir, Your Obedt hle Servt

1. Barras had already sent the proceedings (see Proceedings of a Council of War, 8 June, printed as an enclosure to Barras to GW, 9 June).
2. Barras’s letter to French minister La Luzerne has not been identified.
