[Philadelphia] April 25. ’94.
The Secretary of the Treasury presents his respects to the President & sends a letter to him from Captn Cochran. The manner in which it appears explains the error of having opened it.1

1. The enclosed letter from Capt. Cochran to GW has not been found. It may have been from Robert Cochran, the captain of the South Carolina revenue cutter.
