Mr Tilghman favoured me to day with the act of Congress relative to a barrack master to the french Army; agreeably to which I have made the enclosed appointment for Colonel Champlin.1 If your Excellency shall deem any alteration in the form of the Warrant to be expedient, I beg to be favoured with your sentiments thereon for my direction.2 I am with great respect Your Excellency’s most obedt servt

1. GW’s aide-de-camp Tench Tilghman had written Pickering from headquarters on this date: “Colo. pickering will be pleased to make the appointment and send it to His Excellency who will forward it to Count de Rochambeau” (DNA: RG 93, manuscript file no. 26850). Tilghman also enclosed a congressional resolution adopted on 26 April (see DNA: RG 93, manuscript file no. 26850; see also Samuel Huntington, to GW, 29 April, and n.1).
2. The enclosure has not been identified, but GW subsequently transmitted Jabez Champlin’s warrant (see GW to Rochambeau, 7 May, CtY-BR:R; see also GW to Huntington, 21 April).
