Sir,
Your Excellency will receive herewith enclosed Copies of two Acts of Congress of Yesterday—The one for recruiting Count Pulaski, & Coll Armand’s Corps to their full Complement of Infantry—The other for completeing the Arrangement of the Army, & settling the relative Rank of Officers under the Degree of Brigadier.1 I have the Honor to be, Sir, Your Excellency’s most Obedt & Hble Servt

1. The first of these 4 Feb. resolutions directs GW to give the necessary orders for enlisting the infantry components of Pulaski’s Legion and Armand’s partisan corps to their full authorized strength for the duration of the war. The second resolution directs GW “to proceed in such manner as he shall judge expedient to compleat the arrangement of the army & to settle the relative rank of officers under the degree of brigadier, agreeably to the principles established by an act of Congress on the 24. day of Novr 1778: and that the board of war furnish him with copies of the proceedings of the late committee of arrangement” (DLC:GW; see also , 13:143; for the act of 24 Nov. 1778, see , 12:1154–59).
