1. On October 7, 1789, in a letter printed in this volume, Huntington acknowledged receipt of H’s “Treasury Department Circular to the Collectors of the Customs,” October 1, 1789 ( , V, 415–16). H’s subsequent circulars to the collectors of customs are dated October 2, 3, 6, 10, 12, 14, 15, 20 ( , V, 419–21, 422, 427, 434–35, 440–441, 444–46, 446–47, 454–56).
