1. On October 7, 1789, in a letter printed in this volume, Huntington acknowledged receipt of H’s “Treasury Department Circular to the Collectors of the Customs,” October 1, 1789 (, V, 415–16). H’s subsequent circulars to the collectors of customs are dated October 2, 3, 6, 10, 12, 14, 15, 20 (, V, 419–21, 422, 427, 434–35, 440–441, 444–46, 446–47, 454–56).
