Mr Burr presents his respectful Compliments to the President of the United States. He requests to be informed whether it will be agreeable to the President to converse with him on the subject of the treaty lately submitted to the consideration of the Senate, and if so, that he will be pleased to appoint an hour for that purpose.1

1. No reply has been found. Burr opposed ratification of the Jay Treaty. On the previous day, 17 June, Rufus King had submitted to the Senate the motion that would eventually pass, to ratify the treaty “on condition that” the portion of the twelfth article regarding trade with the West Indies be suspended and renegotiated. On 22 June, Burr offered a substitute motion to postpone consideration of the treaty pending renegotiation of the second, third, sixth, ninth, tenth, twelfth, fifteenth, twenty-first, twenty-fourth and twenty-fifth articles (see 182–84).
