Richmond July 17. 1785.

Dear sir

The inclosed certificate will, I believe, authenticate the acts of Mr Harvie in his official character, to the fullest extent.1 This is the earliest moment, in which I could procure it. I am Dear sir with great truth yr affectionate friend & serv.
