Described in Jacob Wagner to Dumas, 24 Sept. 1805, as enclosing a certificate which Wagner said had been transmitted to Richard Harrison, auditor of the Treasury, “to whom the subject belongs.” Wagner stated that any further communication on the matter should be addressed to Harrison (DNA: RG 59, DL, vol. 15).
