22 December 1802, Treasury Department. Encloses a copy of a letter from the collector at Salem1 questioning the construction of article 13 of the Jay treaty.2 The collector’s opinion “on first impression, appears correct,” but since it implies a government obligation to enforce the observance of the article on American merchant vessels that have arrived in the U.S. from the East Indies, desires JM’s opinion before replying.
