4 December 1801, Baltimore. States that his affairs in America will delay for some time his departure for Ostend. Recommends his friend and partner Joseph Simond of South Carolina to serve as vice commercial agent for Ostend until he can arrive. Asks JM to send him Simond’s commission if the president agrees to grant it.
