§ Committee Report
22 December 1794. Recommends amending “the Amendments proposed by the Senate to the Bill intituled ‘An Act to regulate the pay of the non-commissioned Officers, musicians and privates of the militia of the United States, when called into actual service, and for other purposes.’” Increases enlistment and reenlistment bounties, death benefits to widows and orphans, and rations.1

1. On 19 Dec. the House appointed JM chairman of a select committee to consider the Senate’s amendments to the bill. On 23 Dec. the House agreed to the Senate’s amendments and added an amendment of its own based on JM’s report. The Senate disagreed with the House amendment and requested a conference. JM led the House delegation to the conference committee, which dropped the provision for death benefits to widows and orphans. On 30 Dec. the House passed the amended bill, which Washington signed on 5 Jan. 1795 ( , 3d Cong., 2d sess., 995, 1003, 1009–10, 1020–21, 1024, 1027–28; , 1:408–9).
