On motion of Mr. [James] Madison, seconded by Mr. [John] Mathews:

Ordered, That the report of the committee appointed to revise the rules for conducting business be re-committed.1

1A committee consisting of James Duane, John Mathews, and Thomas Burke was appointed on 2 March to revise the rules of procedure for Congress. Their report was first made on 15 and 16 March (JCC description begins Worthington Chauncey Ford et al., eds., Journals of the Continental Congress, 1774–1789 (34 vols.; Washington, 1904–37). description ends , XIX, 225, 263, 272–73). Congress apparently did not debate the recommendations at any time prior to adopting JM’s motion. The amended report, in the form of twenty-eight rules, was accepted on 4 May 1781 without a recorded vote (ibid., XX, 476–82). Modifications of this code, or additions to it, were made occasionally during 1782 and 1783 (Burnett, Letters description begins Edmund C.
