Willis Liggan (Liggon; Ligon) was living in 1820 in Nelson County, where he owned five slaves. He worked as a millwright for both TJ and Thomas Eston Randolph in 1822. By 1830 Liggan resided in Albemarle County and owned six slaves (MB description begins James A. Bear Jr. and Lucia C.
