Arrangement of the Commonwealth into Academical Districts.


11 Large & 2 Small Districts—one of the Latter on the waters of the Kanawha; the other on the Eastern Shore:—


Each District to furnish the buildings, And each to draw an annuity from the Literary fund for the endowment of the Academy.

All the large districts to draw an equal annuity. The two small ones to divide one portion between them.


MS (ViU: JCC); written entirely in Cabell’s hand on rectos and versos of two sheets; undated; endorsed by Cabell: “Arrangement of the state into Academical districts, with a view to the College of W. & Mary, Hampden sydney, Washington & the Central College, as a part of the System. It was prepared as a substitute for Mr Jefferson’s arrangemt in his bill for establishing a system of public education. The Kanawha district might be enlarged to the rank of a large district” and “Suggested by J. C. Cabell—as Amendatory of Mr Jefferson’s plan.”

Cabell calculated the white inhabitants of each Virginia county by subtracting both the number of slaves and “All other free persons, except Indians not taxed” from the total population according to the 1810 census as published in Aggregate amount of each description of Persons within the United States of America, and the Territories thereof, agreeably to actual enumeration made according to law, in the year 1810 (Washington, 1811; Poor, Jefferson’s Library description begins Nathaniel P. Poor, Catalogue. President Jefferson’s Library, 1829 description ends , 11 [no. 686]), 54–5a.

scott County was formed on 24 Nov. 1814. Part of harrison County became lewis County on 18 Dec. 1816, and a section of ohio County became tyler County on 6 Dec. 1814 (Acts of Assembly description begins Acts of the General Assembly of Virginia (cited by session; title varies over time) description ends [1814–15 sess.], 85–7, 87–8; [1816–17 sess.], 152–3).
