Hill was actually nominated by Washington on the 17th and confirmed by the Senate on the 20th (JEP description begins Journal of the Executive Proceedings of the Senate of the United States … to the Termination of the Nineteenth Congress, Washington, 1828 description ends , I, 64). The letter was probably one urging him to accept. At the same time, on the recommendation of Benjamin Hawkins, Washington nominated John Sitgreaves as judge for the district of North Carolina (Hawkins to Washington, 4 Nov. 1790, DNA: RG 59, MLR; JEP description begins Journal of the Executive Proceedings of the Senate of the United States … to the Termination of the Nineteenth Congress, Washington, 1828 description ends , i, 63).
