I beg leave to lay before the General Assembly the inclosed Letter from the honourable Theoderick Bland, one of our Delegates in Congress, the subjects of which may be proper for the consideration of the Legislative Body and have the honor to be with great respect sir, Your most obedient & most humble servant,
