Portsmouth, New Hampshire, January 12, 1792. “I had the honor to receive your letter of the 20th. of last Month1 together with three Commissions for the Mates of the Revenue Cutter. That for Mr. Flagg the first mate I now return he having left the Service of which information was given in my letter of the 15th. Ulto.…”2
