[Newport, Rhode Island] December 5, 1791. “I have recd. your letters of the 16th1 & 17th2 of the last month, and the contents of them will be duely regarded. The construction you give to the Provision in the Act of the 3d. of March 1791 I am happy to find corresponds with the opinion I had entertained.…”3
