1. Foster, a Providence, Rhode Island, lawyer, had served in the Rhode Island House of Representatives from 1776 to 1782, as town clerk of Providence from 1775 to 1787, and was appointed judge of the Court of Admiralty in 1785. In 1790 he was elected United States Senator from Rhode Island.
