[Philadelphia, February 23, 1791]
The Secretary of the Treasury presents his respects to the President and sends him the opinion required2 which occupied him the greatest part of last night.
The Bill for extending the time of opening subscriptions passed yesterday unanimously to an order for engrossing.3
