Norfolk [Virginia] February 16, 1791. Proposes that a “comfortable house” be built for the keeper of the Cape Henry lighthouse.

1. This letter was enclosed in Josiah Parker to H, March 5, 1791. Newton, a Norfolk lawyer, was nominated inspector of Survey No. 4 in Virginia on October 31, 1791.
