[Philadelphia] January 31, 1791. Transmits a “Contract (which has been submitted to the President and received his approbation) between Joseph Whipple, for the Secretary of the Treasury and, Titus Salter, to provide for the keeping and supply of the Light House at the entrance of Piscatiqua River in the State of New Hampshire.…”1
