1. Elmer, surrogate of Cumberland County, New Jersey, had been a member of the United States Senate from 1789 to 1791.
2. Conway was a former sheriff in Middlesex County, New Jersey.
3. Similar letters of recommendation of Conway were sent to H on August 16, 1790, by Lambert Cadwalader and Thomas Sinnickson, William Paterson, and James Schureman. All are copies, and all are located in the George Washington Papers, Library of Congress.
