Richmond, February 23, 1790. “… Whenever the particular spot, on which the light House, near the entrance of the Chesapeake Bay, is to be erected, shall be marked out, I will immediately execute, and transmit the proper Deed of cession, for the full quantity of Land granted by the act of the Assembly, of Virginia.…”
