[Philadelphia] January 18, 1790. “… There is one branch of Revenue which if it did not interfere too much with some of the states would produce 100,000 Dollars ⅌ annm. I mean 2 ⅌ Ct on Sales at public Auction. This has no doubt fell under your knowledge, but if not you will give it a due decision.”
