Treasury Department, November 6, 1789. “I have this day drawn on you in favor of Mr James Watson1 the sum of One Thousand Dollars in a sole Bill of Exchange. You will be pleased to pay the said sum, and transmit the Bill in Lieu of Specie to the Treasurer of the united states.…”
