1. This letter is in reply to “Treasury Department Circular to the Collectors of the Customs,” October 1, 1789.

Fitch was collector of the customs at New Haven.

2. Elias Shipman to Fitch, October 12, 1789, ALS, RG 26, Lighthouse Letters Received, Vol. “C,” Connecticut and New York, National Archives. Shipman was a New Haven merchant.
