George Washington to the Committee of Cooperation
Morristown [New Jersey] May 25, 1780. Approves of circular letter which the committee plans to issue to the states, but wishes to have greater emphasis placed on problem of obtaining men. Considers drafting only “efficacious” means of obtaining men.
