New Windsor [New York] June 27, 1779. Complains about incompetence of clothing department and “disagreeable” treatment of Sixteen Additional Continental Regiments. Requests an allowance to provide liquor for the officers. Asks Congress to send another copy of resolve concerning brigade majors.
