[Philadelphia] October 21, 1789. “Your Circular letter of the fifth Instt.1 came only to my hands this day.… The principal matters requested thereby have been sent forward by me sometime ago2 particularly the description of the Nature & Extent of the Several Establishments for the safety of the Navigation.…”
