To the Senate, 10 December 1816 (Abstract)

§ To the Senate. 10 December 1816. “Commissions having issued during the recess of the Senate to the persons, whose names are stated in the lists annexed to the enclosed letter from the Department of War,1 I nominate the same for the appointments and promotions respectively attached to their names.”

1JM enclosed a 9 Dec. 1816 letter he had received from acting Secretary of War George Graham (1 p.; printed in Senate Exec. Proceedings description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, D.C., 1828). description ends , 3:55), forwarding a list of “selections made on the 17th. of May last to complete the Army organization & a list of promotions & appointments which have been made during the recess of the Senate.” The list (5 pp.; ibid., 55–60) contains 123 names.
