25 January 1813. “The Secretary of State to whom was referred the Resolution of the Senate of the 18th. Instant,1 has the honor to submit to the President the enclosed Papers marked A & B.”2

1. The resolution of 18 Jan. 1813, introduced by Outerbridge Horsey of Delaware on 15 Jan., called for the president to lay before the Senate “the French decree, purporting to be a definitive repeal of the Berlin and Milan decrees, referred to in his Message of the 4th November last, together with such information as he may possess, concerning the time and manner of promulgating the same; and, also, any correspondence or information touching the relations of the United States with France, in the office of the Department of State, not heretofore communicated, which, in the opinion of the President of the United States, is not incompatible with the public interest to communicate” (, 12th Cong., 2d sess., 53, 54).
2. The enclosures marked “A” consist of extracts from correspondence concerning the proof that the Berlin and Milan Decrees had ceased in November 1810, including Joel Barlow to Monroe, 2 May 1812, Barlow to the duc de Bassano, 1 May 1812, Barlow to Monroe, 12 May 1812, and the duc de Bassano to Barlow, 10 May 1812. The enclosures marked “B,” mentioning Barlow’s plans to travel to Vilna to participate in negotiations between France and the U.S., consist of copies of Barlow to Monroe, 25 Oct. 1812, and the duc de Bassano to Barlow, 11 Oct. 1812, and an extract from Barlow to the duc de Bassano, 25 Oct. 1812.
