The enclosed papers will shew you, the state of the business, on the north[e]rn frontier; that is, how I found it, & what I have since done.1
It occurs that it will be proper to order Izard to repair to Sackets harbour, or to send Brown there, by this night mail, as he thinks most adviseable.2

1. Monroe probably enclosed the correspondence concerning the exchange of British prisoners on the Niagara frontier (11 pp.) summarized in Tobias Lear to JM, 19 Sept. 1814, n. 1.
2. Monroe instructed Maj. Gen. George Izard to this effect on 24 Oct. 1814. Izard, however, had already decided to station Brown’s troops at Sackets Harbor for the winter and sent him there, in accord with his own request, on 20 Oct. (Izard, Official Correspondence with the Department of War [ 3793], 105–6, 107–9).
