Philadelphia, 14 Sep. 1779. Circular letter to the state executives enclosing resolves of Congress of 21 Aug. relative to an embargo; of 25 Aug. against restrictions on inland trade; and of 10 Sep. for providing clothing for the troops; also a copy of a circular letter from Congress to its constituents concerning finances.
