1. The entry in the journal for 18 June is confined to a report of the “Committee of the Week,” recommending the disposition of a memorial and each of six letters addressed to Congress on matters of individual concern to their signators ( , XXIV, 401–2, 402, n. 1). By his comment, JM obviously meant that Congress neither debated nor decided any issue of general importance.
