From the terms of the act disbanding the additional army,2 and correspondence with the Department of War3 I consider my Military agency as having ceased. When therefore any remnants of the business formerly under my superintendence present themselves I can only lay them before you for your consideration and decision. In pursuance of this idea I send you the enclosed account.

1. Dexter, a Massachusetts lawyer and Federalist, was a member of the House of Representatives from 1793 to 1795 and the United States Senate from 1799 to 1800. He was appointed Secretary of War on May 13, 1800 ( , 353, 354).
