Sir

From the terms of the act disbanding the additional army,2 and correspondence with the Department of War3 I consider my Military agency as having ceased. When therefore any remnants of the business formerly under my superintendence present themselves I can only lay them before you for your consideration and decision. In pursuance of this idea I send you the enclosed account.

1Dexter, a Massachusetts lawyer and Federalist, was a member of the House of Representatives from 1793 to 1795 and the United States Senate from 1799 to 1800. He was appointed Secretary of War on May 13, 1800 (Executive Journal, I description begins Journal of the Executive Proceedings of the Senate (Washington, 1828), I. description ends , 353, 354).
