The Secretary of the Treasury has the honor to present his respects to the President of the United States, and to submit to him the inclosed communications respecting an instance of misconduct in the Collector of Newbury Port.1

1The collector of customs at Newburyport, Massachusetts, was Stephen Cross. On May 4, 1792, Cross was succeeded by Edward Wigglesworth.
