20 February 1810, New Haven. Advocates the establishment of “privileged corps” of engineers to defend the seacoast from attack by armed vessels in lieu of the volunteers called for by JM.1

1. The House committee that acted on JM’s 3 Jan. 1810 message calling for “a volunteer force of twenty thousand men” had recommended implementing legislation on 8 Jan.
