Knoxville 27th July 1804.

Dear Sir

I have been uneasy to know whether or not my letter with the Certificate arrived safely,1 And what effect the same might have had.

Our Assembly is now in session, an Act for adopting the Article of Amendment to the Constitution has underwent two readings, And I have reasons to believe will be finally And Unanimously ratified this day.2 With high Consideration I have the honor to be sir Your Mo. ob. Servt

2. On 27 July 1804 John Rhea wrote to JM announcing that “the amendment to the constitution of the United States, relative to future elections of President and vice President of the United States, was, this day, ratifyed by the Unanimous vote of the General Assembly of the State of Tennessee” (DNA: RG 11, U.S. Documents Having Legal Effect, Ratified Amendments; 1 p.).
