Th: Jefferson has the honor to inclose for the President’s notice a small pamphlet sent to Th: J. by the author, containing some ideas which may merit attention, in due time, at the Federal city.1

The enclosure, Tench Coxe’s A Plan for Encouraging Agriculture, and Increasing the Value of Farms in the Midland and More Western Counties of Pennsylvania, Applicable to Several Other Parts of That State, and to Many Parts of the United States (Philadelphia, 1793), argued in favor of constructing a town on the Susquehanna River and other bodies of water, as a means of encouraging commerce and producing economic prosperity in a short period of time. On 8 Feb., Jefferson wrote Coxe, informing him that he had sent his pamphlet to the president and asking him for an extra copy for the commissioners and one for his own use ( 25:158–59). GW forwarded a copy of Coxe’s pamphlet in his second letter to the D.C. Commissioners of 3 Mar. 1793.
