General Orders

Head-Quarters V. Forge Tuesday March 31st 1778.

Parole: Lancaster—Countersigns: Lynn. Lyme.

Germantown being appointed for the meeting of Commissioners from the two Armies, a strict Neutrality and Suspension of Hostilities are to be observed in all the Extent of that Village and all Officers whether Continental or Militia are expressly forbid to enter there either with their Parties or singly or to do anything that may in anywise tend to violate the Peace which is to subsist in the above-mentioned Place ’till further orders.

By Permission of The Honorable Congress, the Pay-Master General has appointed Thomas Reed Esquire to be his Assistant, he is to be considered as such and the business of that department in the absence of the Pay-Master General to be transacted with him.1

1. On 13 Jan. 1778 Congress had resolved “That the pay master general be empowered to appoint an assistant in his office, and a clerk for six months, in addition to one already employed by him” (JCC description begins Worthington Chauncey Ford et al., eds. Journals of the Continental Congress, 1774-1789. 34 vols. Washington, D.C., 1904–37. description ends , 10:45). Thomas Reed served as a deputy paymaster until at least April 1780. Congress named him deputy paymaster at Albany in June 1779 (JCC description begins Worthington Chauncey Ford et al., eds. Journals of the Continental Congress, 1774-1789. 34 vols. Washington, D.C., 1904–37. description ends , 14:698), but by February 1780, having been ordered to the Hudson Highlands, he was stationed at New Windsor, New York.
