Since writing the Inclosed1 I here learn that the governor and council have refused to comply with the Requisition of the Secretary at war in calling out the drafted Militia and to summon the Members of the house of Representetives to mete at this place two weeks from next Tuesday.2 With sentiments of high consid[e]ration Your Obt Servt

2. On 10 Aug. the Hartford Connecticut Mirror printed a report of the 4 Aug. meeting of the governor and council. The report expressed the council’s support for Governor Griswold’s view that Dearborn’s request for militia violated the 10 Apr. 1812 law stipulating that militia could be called into national service only to enforce the laws of the nation, to suppress insurrection, or to repel invasion. The council claimed to be willing to comply with requests consistent with the Constitution but insisted that since no evidence of invasion existed, calling out the militia would be a violation of its terms. The newspaper also reported that Griswold had summoned the Connecticut General Assembly to meet on 25 Aug. 1812.
