Monsieur,1

La repugnance que J’ai senti á depecher le Majeur Franks sans transmettre au Congrés á son retour les Informations qu’il s’attend aux sujets que J’ai eu l’honneur de soumettre à la consideration de V. S, m’a engagé à le retenir jusqu’à cette heure, surtout étant encouragé d’esperer que V. S. auroit trouvé le loisir dans la semaine derniere, pour entrer dans des conferences serièueses avec moi sur ces points importants.

La même repugnance me porte à retenir cet Officier encore une semaine, & Je me crois en devoir d’informer V. S. qu’il partira samedi prochain.

Je n’ai pas besoin de remarquer à Votre Excellence que si les lettres que Je pourrai alors ecrire par lui ne contiennent pas l’intelligence desirée, que le Congrés sera porté naturellement apprehender que leurs esperances de former un liaison intime avec L’Espagne, n’etoient pas bien fondées. J’ai l’honneur d’etre, Avec la consideration la plus parfaite de Votre Excellence le plus humble & le plus obeissant Serviteur

Saint Ildefonso 17 Septr. 1781

Sir,

A reluctance to despatch Major Franks without transmitting by him to Congress the Information they expect to receive on the subjects I have had the honour of submitting to your Excellency’s consideration has induced me hitherto to detain him, especially as I was encouraged to hope that your Excy would have found leisure last week for entering into serious conferences with me on those important points—the same reluctance prevails upon me to detain him another week, and I think it my duty to inform your Excellency that he will set out on saturday next—

I need not remark to your Excellency that if the letters I may then write by him should not contain the desired Intelligence, that Congress will naturally be led to apprehend that their Expectations of forming an intimate union with Spain were ^not well^ founded— I have the honour to be with great consideration your Excellency’s most obedt. & hble Servant2
