Muhlenberg may be referring to the recommendation dated (but possibly misdated) 17 Dec. 1792 and signed by Muhlenberg and eleven other citizens, which is the only other document in the application file for John Witman, Jr. For that recommendation, see Papers, Presidential Series description begins W. W. Abbot et al., eds. The Papers of George Washington, Presidential Series. 19 vols. to date. Charlottesville, Va., 1987–. description ends , 11:524–25. Witman did not receive this appointment; he remained the state government’s collector of excise for Berks County at least until the end of 1797.
