The Secretary of the Treasury presents his respects to the president; has the honor to transmit for his consideration the draft of a report pursuant to two references of the House of Representatives, concerning which he will wait upon the President on Saturday, being desireous of sending in a Report on Monday.1

1. The House of Representatives resolved on 21 Nov. “That it is the opinion of this committee that measures ought to be taken for the redemption of so much of the public debt as by the act entitled ‘An act making provision for the Debt of the United States’ the United States have reserved the right to redeem; and that the Secretary of the Treasury be directed to report a plan for that purpose.” On 22 Nov. the House resolved “That the Secretary of the Treasury be directed to report the plan of a provision for the reimbursement of the loan made of the Bank of the United States, pursuant to the eleventh section of the act, entitled ‘An act to incorporate the Subscribers to the Bank of the United States’” ( , 2d Cong., 2d sess., 711, 723; for the acts mentioned in these resolutions, see 138–44, 196). Hamilton submitted his “Report on the Redemption of the Public Debt,” dated 30 Nov. 1792, to the House on Monday, 3 Dec. 1793. The enclosed draft has not been identified.
