2. Knox had written Otho Holland Williams on 3 May to discover whether or not he would accept a commission as brigadier general in the U.S. Army. Although still waiting for an answer, GW nominated Williams on 8 May (see GW to the U.S. Senate, 8 May [second letter]). Williams declined his commission for health reasons, however (see Williams to GW, 13 May).
3. Caleb Swan (1758–1809) served as an ensign in the Continental army from 1779 to the end of the Revolutionary War and as paymaster of the U.S. Army from May 1792 until his resignation in June 1808.
