1Winthrop Sargent, the secretary of the Northwest Territory, wrote Charles Thomson on 1 July 1789. Alden’s endorsement of Sargent’s letter reads: “Letter July 1st 1789—Winthrop Sargeant—Secy of the Govt N: West of the Ohio transmitting his half yearly communications Recd Augt 20th 1789–Augt 25th 1789—transmitted a copy of this letter & the original papers enclosed to the President of the U:S” (Carter, Territorial Papers, description begins Clarence Edwin Carter et al., eds.
