Enclosd I have the honor to transmit Your Excellency, a copy of the instructions I have receivd from the board of War;1 to Morrow I set out for Virginia, & shall be happy to receive Your Excellencys Orders at Fredericksburg, or Williamsburg.2
I have waited on Colo. Pettit, but he had before my arrival, negotiated an exchange.3 I have the honor to be Your Excellencys most Obedt hble Servt

1. The enclosed copy of the board’s instructions, dated this date at the war office in Philadelphia, reads: “The board are of opinion that You should proceed to Virginia & there wait the orders of the Commander in Chief. In the mean time you will be pleasd to employ yourself in collecting the recruits & Draffts in proper places. You will co-operate with the Government of the State, in any measures necessary for this Service, & inform the board from time to time of the progress of the business & of the supplies necessary, to enable the troops to proceed wheresoever directed” (DLC:GW).
