[Diary entry: 19 April 1790]

Monday 19th. Prevented from beginning my tour upon long Island to day from the wet of yesterday and the unfavourableness of the Morning.

Conversed with the Secretary at War on the formation of the Troops proposed, by the amendments in the Senate to be Established.

The bill “for regulating the military establishment of the United States” was read in the Senate for the first time 26 Mar. 1790 and was sent to committee 30 Mar. The Senate committee reported 6 April and on 16 April it was sent back to committee. The amended bill passed the Senate 21 April (Annals of Congress description begins Joseph Gales, Sr., comp.
